Mr. Perikli Zaharia has more than 30 years of experience in the field of constitutional law, legal drafting, human rights and court procedures. He obtained his graduation in Law, at the Faculty of Law, University of Tirana and started his career as a public solicitor working for about 3 years. During (1983-1986) he has been working as an inspector at the Supreme Court of Albania. After that he has served as an inspector at the Parliamentary Standing Committee until 1991. From 1991 to 1993The following he held the position of the Head of Parliament Clerks and Legal Advisers and during 1994-1996, was engaged in several important experiences and specifically: the Head of Albanian Lawyers’ Group for Human Rights and the director of the Judicial Decisions Reporting Project, working in the meantime as an Attorney. Throughout this period, Mr. Zaharia covered as well the position of editor in chief of the Albanian legal magazine “Jurisprudence”. Afterwards he has worked at the Albanian High Court in several positions starting as a Legal Adviser (1996-1998), continuing as Chancellor (1998-2000) and later on as a Justice of this Court for a mandate of nine years.
Nowadays Mr. Zaharia works as Juridical Adviser to the Speaker of the Albanian Assembly and he is also a lector of Constitutional Law at Albania’s Magistrates School and other non-public Universities.
He has been one of the drafters of the New Constitution of the Republic of Albania. Another important contribution is the involvement in the working group set up to harmonise the Albanian law with European Convention on Human Rights. Throughout his experience, Mr. Zaharia has chaired different institutions including the Civil Chamber of the Supreme Court, as well as the National Judicial Conference Committee on Relations between Judiciary and Media. In addition, for a nine years period he has been a member of the Consultative Council of European Judges.
